Many people tend to think that they can be good at speaking English fruently if they just study hard exceptionally with the accent. According to this quote,it seems to be right,but this differs compeletely about having a great pronounciation or not. For example, even if the one is famiilar to speaking and they don't have any grammartical error, the foreingers,especially Americans aren't able to understand what the speakers are trying to say following how they announce each word. This does not mean that the capability to express well isn't essential part of English. However, what I am going to tell is the rate between these two main parts should be 4:6 for the proper and nice conversation. Different from the opinion of the people claiming the ability of speaking in English as main part, I generally think that the accent is also needy for appropriate commuication.
