There are quite many people who break the traffic rules.
But the punishment for them is too light to be enough for those illegal people.

They only need to pay money or go to jail for days though they made a serious problem that could jeopardize many people who are innocent by the reason they are around him or her.
More serious thing is; they drive drunken.

If he or her was awake he/she could do something but he/she is drunken-they can't do anything to restrain he/herself to get in to a huge problem until he/she gets fully-awaken by miracle.

Not just for drunken drivers-more serious thing is; police officers cut off the amount or the level of the punishment that meant to halt people from breaking the law.

I think the fee or days in jail aren't enough to law-breakers to regret their past doing wrong thing.
