Following rules aren't important. In China, we don't have the light for the time which the cars can turn left. So the drivers turn left during the time when people need to cross the road. But the accidents don't happen (usually' or maybe) although it is such a dangerous situation. Because there isn't any rules for 'turning-left', people cross the road or, drive the car safely by themselves. They move very carefully. Because of this reason, people around me often say that 'no-rules' might be safer than 'yes-rules'. It's very interesting. Sometimes no-rules can make people act better and safer.
